Police used pepper spray Monday night as they arrested at least 23 protesters in Ferguson. Following a day of civil disobedience with more than 50 people arrested, St. Louis County Police Chief Belmar said that protesters would not take the streets over. The county declared a state of emergency on Monday after 3 people were shot on Sunday night around Ferguson.
